Rule a society, not just a treasury

Empire is built around a century-long campaign. Decisions about laws, taxes and public spending feed a yearly simulation of the economy and population. A healthy budget is important, but so are education, health, trust, freedom, equality and social stability. Improving one number is not the same as improving the country.

The project is in development. The systems described here are the direction of the current development build, not a promise of a finished release date or a publicly playable version.

What a year of decisions involves

  1. Read the state of the country: finances, population and social indicators.
  2. Choose policy and spending changes, with attention to what the budget can sustain.
  3. Advance the simulation to see the consequences, including population changes and events.
  4. Adjust the next year’s decisions instead of assuming the same policy will remain right forever.

For example, a programme that supports health must still be financed. Raising taxes or borrowing changes the wider economic picture. The interesting choice is not “buy the best upgrade”; it is deciding which need takes priority and what cost the society can carry.

Why the simulation is deterministic

The development build uses a seeded, deterministic yearly simulation: the same starting conditions and decisions can be reproduced. This makes it possible to compare policy choices and investigate why a result occurred. Births, deaths and migration shape the population, while weighted events and cooldowns give the campaign variation without simply repeating the same event every turn.

The mobile project is designed around offline play and local saved state. It is separate from Swarmcore’s realtime rooms: there is no arena to join and no Swarmcore wallet to use here.

Our focus is on making the connection between a decision and its consequences understandable before presenting the project as finished. The artwork above identifies the project; it is not a claim that every depicted element is an implemented screen.
